The ILO-OSH 2001 Safety Management System: An introduction

Key Elements of ILO-OSH 2001:

Policy (Plan) :

  • Clear statement of commitment to H&S .
  • Set OSH(Occupational Safety & Health) targets and aim/objective
  • Worker Consultation & Participation

Organizing (Plan):

  • The employer should have a framework for  overall roles and responsibility for the protection of worker’s H&S ,


  • Provide leadership at all level for OSH activities in the organization by:
  • Allocating responsibility and accountability,  Competence and Training
  • OHSMS documentation
  • Communication

Planning and implementation (Do):

The organization’s existing OHSMS and relevant arrangements should be assessed by an initial review.  (Detailed arrangements to manage H&S).

OSH management system should  have arrangement :

  • System planning, development and implementation
  • Occupational H&S objectives
  • Risk assessment
  • Hazard prevention
  • Control measures
  • Emergency preparedness and response
  • Management of Change
  • Procurement
  • Contracting.


Evaluation (Check):

  • Evaluation is a procedures to monitor, measure and record OSH performance on a regular basis .
  • Evaluation procedure should be developed & established to periodically review the OHSMS.
  • Examples :
  • Active Monitoring (Inspection/Audit),
  • Reactive Monitoring (Investigation),
  • Performance Monitoring


  • Responsibility, accountability and authority for monitoring at different levels in the management structure should be allocate for Investigation of work-related injuries, ill health, diseases and incidents, and their impact on H&S performance


Action for improvement (Act)

Arrangements should be established and maintained for any shortcoming(deficiency) in OHSMS and how to take preventive and corrective action ( e.g. CAPA- Corrective and Preventive Action).


Action for improvement emphasis on improvement by :

  • performance monitoring
  • measurement
  • Audits
  • Management Reviews.


Audit

  • Audit is an Independent, critical and systematic review of the O&HSMS.
  • Audit includes:
  • Arrangements to conduct periodic audits are to be established,
  • to determine whether the OHSMS and its elements are in place and adequate,
  • effective in protecting the H&S of workers to preventing incidents,
  • Identifying & analyzing the root causes of any non-conformities with relevant OSH regulations .
